KEY SUCCESS FACTOR
• นักลงทุนไทยควรสรางสายสั มพันธกับผู มีอำนาจทางการปกครองที่มี บทบาท
ในการอนุ มัติการลงทุ นแตละประเภท โดยเฉพาะการลงทุนในโครงการขนาดใหญ
ที่ เกี่ยวข องกับการใชประโยชน จากทรัพยากรธรรมชาติ เชน การสรางเขื่อน หรือ
การใชประโยชนจากพื้ นที่ป าไม เปนตน
• เจ าแขวง (ผูว าราชการจังหวั ด) ใน 4 แขวงใหญ (นครหลวงเวียงจั นทน
หลวงพระบาง สะหวั นนะเขต และจำปาสัก) มีอำนาจอนุมั ติโครงการลงทุ นจาก
ตางประเทศที่ มีมูลคาไมเกิ น 5 ลานเหรียญสหรัฐฯ สำหรั บแขวงอื่นๆ สามารถอนุมัติ
โครงการที่ มีมู ลค าไมเกิน 3 ลานเหรียญสหรัฐฯ สวนโครงการที่ วงเงิ นสูงกวานี้
ตองขออนุมั ติจากสวนกลาง
• สำหรั บโครงการที่ตองขอสั มปทานพื้นที่ เจาแขวง (ผูว าราชการจังหวัด)
มี อำนาจอนุมัติสัมปทานพื้นที่ ไมเกิ น 100 เฮกตาร หากเกิน 100 เฮกตารแตไมเกิน

• Contractors for public works i.e. road constructions, bridges
and dams or reservoirs constructions for hydropower
• Import of machineries and construction products to supply
production sites
• Hotels, guest houses and restaurants, especially in Vientiane
and Luanprabang Province – both are considered as its important
tourist centers

2. Bullets, military weapons (except bombing chemicals for
industrial purposes) and military transports
3. Wood products i.e. logs, lumbers, timbers
4. Antique items including Buddha statues, national heritage
items which are over 50 years old
Items prohibited from import:
1. Bullets, military weapons (except bombing chemicals for
industrial purposes) and military transports
2. Opium (both petals and pods), cocaine, marijuana and any
other related substances
3. Fishing equipment
4. Used diesel machineries
5. Refrigerator, freezer, water cooler using CFC chemical
6. Used items i.e. , shoe sewing machines, clothes, electronic
devices, household decorative items made by ceramic, metal, glass
or rubber sheet
7. Used medical devices and items
8. High risk chemicals
KEY SUCCESS FACTOR
• Thai investors should create a good relation with the Lao
authorities who involve in project approving process of any kind of
investments in the country, especially mega projects associated with
natural resources i.e. dam and reservoir construction or industrial
forestry project.
