• SMEs นับวาเปนกลุมที่มีบทบาทมากในการ-
สรางความมั่นคงทางอาหาร และการสร างศักยภาพ
ทางเศรษฐกิจ เนื่ องจากธุรกิจ SMEs นับเปน
ผูประกอบการประมาณรอยละ 90
ของผูประกอบการทั้งหมดของไทย ดังนั้น
ถาภาครัฐมี นโยบายสนับสนุน SMEs
จะนับเปนการสนับสนุ นในภาพรวมดวย
เนื่องจากวงจรของการผลิ ตอาหารจะมีห วงโซ
การผลิตที่ ยาวมาก และมักพบว าในหลายห วงโซ
กลุมเกษตรกรรายย อย หรือ SMEs มี บทบาทที่ทำให
วงจรของการผลิตอาหารครบวงจร เชน หากไมมีผูผลิ ต
ผูขนส งสินค า ร านค าจัดจำหน าย หรือห วงโซ ยอย
ที่ มีบทบาทเหลานี้ อาจไม ก อให เกิ ดกระบวนการ-
ผลิตอาหาร หรื ออาหารมีความมั่ นคงนอยลง เพราะ
การผลิตไม มีศั กยภาพ
รูปแบบการผลิตและการตลาดตามแนวคิดดังกลาว
ไมเพี ยงแตสร างความมั่นคงทางอาหารที่ มากขึ้น แต
ยังเป นการกระจายรายไดแก ป ญหาความยากจน
เพราะไมว าจะเป นชุ มชนขนาดใหญหรื อเล็ กต าง
ไดประโยชนร วมกันในการมี สวนร วมสรางความมั่นคง
ทางอาหารดังกลาว ดังรูปที่ 1
• SMEs are groups that play a crucial role in food security and economic
empowerment since SMEs are about 90 percent of all business entrepreneurs
in Thailand. Therefore, if the government has a
policy to support SMEs, it will be counted as an overalll support.
This is because the cycle of food production, which is a very long chain production.
It is often found in many chains that groups of farmers or SMEs play a full cycle of food
production. If we have no manufacturers, transporters, retailers or sub-chain roles, we
may not drive food processing or give less food security since we have not had enough
potential for food production.
The principle of knowledge concept is not only improving the food security, but also
creating income distribution to solve the poverty. No matter what the large or small
communities are, they can utilize the benefits from the food security. (Figure 1)
