Thailand-Canada FTA: Partners for
Growth in the Global Market
ประเทศไทยอยู่ ระหว่ างการเจรจาจัดทำความตกลงเขตการค้าเสรี
(FTA) กั บแคนาดา ซึ่งนอกจากจะเป็นประโยชน์ ต่ อประเทศไทยในด้าน
การส่งออกสินค้ าเกษตร ยางพารา และอาหารแล้ว ยังเป็นโอกาสใน
การนำเข้ าพลังงานจากแคนาดาที่มีอย่างอุดมสมบู รณ์อีกด้ วย

Agreement (FTA) with Canada. Not only will this benefit
Thailand in exporting agricultural products, rubber and
food, it also will provide Thailand the opportunity to
import Canada’s abundant energy resources.
แคนาดาได้ทาบทามให้ ไทยพิจารณาความเป็นไปได้ในการจั ดทำ FTA ไทย-
แคนาดา ซึ่งได้มี การหารือแล้ ว 2 ครั้ง (โดยฝ่ายไทยมีกรมเจรจาการค้า
ระหว่างประเทศ กระทรวงพาณิชย์ เป็นผู้ดูแลการเจรจาฝ่ายไทย) เพื่อแลก-
เปลี่ยนข้อมู ลระหว่างกันทั้งในด้ านการค้าสินค้ าและการค้าบริการ โดยในปี 2556
แคนาดาเป็นคู่ค้ าอันดับที่ 32 ของไทย และมีมูลค่าการค้ าระหว่างกัน 2,473 ล้าน-
เหรียญสหรัฐ
ในปี 2556 GDP ของแคนาดาอยู่ ที่ 1,518 พันล้านเหรียญสหรัฐ แยกเป็นสาขา
ธุรกิ จบริการ ร้อยละ 69.9 อุตสาหกรรม ร้ อยละ 28.4 และเกษตร ร้อยละ 1.7 โดย
สินค้าอุ ตสาหกรรมส่งออกสำคั ญ ได้แก่ ยานยนต์ และชิ้นส่ วน เคมีภั ณฑ์ สิ นแร่
ผลิตภัณฑ์อาหาร ผลิตภัณฑ์ป่าไม้ กระดาษ ผลิตภัณฑ์ประมง ปิโตรเลียมและก๊ าซ-
ธรรมชาติ ซึ่งร้อยละ 73.7 ของสิ นค้าทั้งหมดส่งออกไปยังสหรัฐอเมริ กา โดยใช้
ประโยชน์จาก NAFTA สินค้าที่ส่งออกไปสหรัฐอเมริ กา ได้แก่ สินค้ ากลุ่มพลั งงาน
เช่น น้ำมัน ก๊าซธรรมชาติ ยูเรเนียม และกระแสไฟฟ้าพลังน้ำ
แคนาดาเป็นประเทศที่อุดมสมบูรณ์ ด้วยทรั พยากรธรรมชาติและสินค้าส่ งออก
ก็เป็นสินค้าที่ เกี่ยวเนื่องกั บทรัพยากรธรรมชาติเช่นกัน ปัจจุบันอุตสาหกรรมปิโตรเลียม
ของแคนาดาเติบโตอย่างรวดเร็วและสร้างรายได้มหาศาลให้กับประเทศ เนื่องจาก
Canada approached Thailand about the possibility of establishing
a Thailand-Canada FTA, and discussions have already been held
twice to exchange information both in terms of trade in goods
and trade in services. (The Department of Trade Negotiations within
the Ministry of Commerce is overseeing the negotiations for Thailand.)
In 2013, Canada was Thailand’s 32nd largest trading partner with trade
between the two countries valued at USD 2.47 billion.
In 2013, Canada’s Gross Domestic Product was USD 1.52 trillion,
of which business services constituted 69.9%, the industrial sector
constituted 28.4%, and agriculture constituted 1.7%. Canada’s major
industrial exports are motor vehicles and parts, chemicals, minerals,
food products, forestry products, paper, fishery products, and petroleum
and natural gas. 73.7% of all exports were to the United States, taking
advantage of NAFTA. Exports to the United States included energy sector
products such as oil, natural gas, uranium and hydropower.
Canada is a country rich with natural resources, and important exports
are products related to natural resources as well. Currently the petroleum
industry in Canada is growing rapidly and generating significant revenues
for the country. This is due to the discovery in Alberta province in the
western part of Canada of oil shale layers (shale gas/shale oil) which can
be used commercially for another hundred years. PTT Exploration and
Production Public Company Limited (PTTEP) of Thailand has already
