The Food and DrugAdministration has issued the Notification
of theMinistry of Public Health (No.365) B.E.2556 (2013) Re:
Displaying of the term “Premium” on Food Labels dated 1st
November B.E. 2556 (2013) and the Notification of the Ministry of
Public Health (No.366) B.E.2556 (2013) Re: Displaying of the term
“Premium” on Labels of Pasteurized Cows’ Milk and Pasteurized
Full Fat Cows’ Milk dated 1st November B.E. 2556 (2013). The
followings are substantive amendments.
These two notifications are effective on the 28th November
B.E.2556 (2013). The manufacturers who have been approved
for displaying this term before 28th November B.E.2556 (2013)
shall be complied with these notifications by 27th November B.E.
2558 (2015).

อาหาร
1. กำหนดนิยามของคำว่า “Premium” และ “ผลิตผลทางการเกษตร”
2. กำหนดหลั กเกณฑ์เงื่อนไขการแสดงข้อความ “พรี เมียม” หรือ “Premium” ไว้ ดังนี้
2.1 ต้ องจัดให้มีระบบการตรวจสอบรับรองกระบวนการผลิต ตามหลักการสากลหรือเทียบเท่าตั้งแต่
วัตถุดิบจนถึงผลิตภัณฑ์สำเร็ จรูป และมีระบบตามสอบสิ นค้า (Traceability)
2.2 สถานที่ ผลิตวัตถุดิบต้องได้รับการรับรอง เช่ น การปฏิบัติ ทางการเกษตรที่ดี
(Good Agriculture Practice; GAP) หรือมาตรฐานอื่ นๆ ที่ไม่ต่ำกว่านี้
2.3 สถานที่ ผลิตผลิตภัณฑ์อาหาร ต้องได้รั บการรับรอง เช่ น หลักเกณฑ์ว่าด้วยสุขลั กษณะที่ดี
(Recommended Code of Practice General Principles of Food Hygiene) หรือมาตรฐานอื่ นๆ
ที่ ไม่ต่ำกว่านี้
2.4 ผลิตภัณฑ์อาหาร นอกจากต้องมีคุ ณภาพมาตรฐานเป็นไปประกาศกระทรวงสาธารณสุข
ที่ เกี่ยวข้องแล้ว ยังต้องมีคุณภาพหรื อมาตรฐานหรือคุณลักษณะที่เด่นเป็ นพิเศษอย่างใด ดังต่อไปนี้
- ผ่ านการรับรองด้านเกษตรอินทรีย์
- ได้ รับการขึ้นทะเบียนสิ่งบ่งชี้ ทางภูมิศาสตร์ (Geographical Indications; GI)
- ใช้ วัตถุดิบหรื อส่วนผสมที่สำคัญที่มีคุณภาพหรื อมาตรฐานที่เด่ นเป็นพิ เศษกว่าวัตถุดิบโดยทั่ วไป
- มีกระบวนการผลิตวิธีพิเศษที่ทำให้อาหารมีคุ ณภาพหรือมาตรฐานหรือคุณลักษณะที่เด่ นเป็นพิเศษ
แตกต่ างจากอาหารในชนิดหรือประเภทเดียวกันโดยทั่วไป

1. Designates the definition of “Premium” and “Agricultural products”
2. Designates the displaying criteria and condition of the term “Premium” as followed
2.1 Arrange an international standards or equivalent on conformity and certified processing
system, from raw materials through to the finished products and traceability system;
2.2 Raw material production facility shall be certified with GAP standard as a minimum
requirement or other higher standards;
2.3 Food manufacturing facilities shall be certified with Recommended Code of Practice
General Principles of Food Hygiene as minimum requirement or other higher standards;
2.4 The food product shall have standards, quality or specific characteristic of products that
comply with the Ministry of Public Health notification regarding “premium” labeling for
specific products, otherwise they shall meet the following requirements:
- Organic certification from an official government agency body or approved by an
authorized agency.
- Have geographical Indication (GI) registration with the Ministry of Commerce
- Use raw materials or ingredients holding quality or standard that are superior to general
raw materials
- Processing through a specific method that makes characteristics of foods superior to
general products.

เป็นการกำหนดเงื่อนไขการแสดงข้อความดังกล่าวไว้เป็นการเฉพาะ
ผลิตภั ณฑ์น้ ำนมโคเต็มมันเนยที่ผ่ านกรรมวิธีพาสเจอร์ ไรส์ โดยเพิ่มเติมข้อ
กำหนดของสถานที่รวบรวมน้ำนมโคดิบหลักเกณฑ์ว่าด้วยสุขลั กษณะที่ดี
(Recommended Code of Practice General Principles of Food
Hygiene) หรือมาตรฐานอื่ นๆ ที่ไม่ต่ ำกว่ านี้ และกำหนดคุณภาพ
มาตรฐานของน้ำนมโคไว้ ดั งนี้
1. ต้องผลิ ตจากน้ำนมโคดิบที่มีจำนวนจุลินทรีย์ ทั้งหมด (Standard
Plate Count) ไม่เกิน 200,000 cfu/ml และเซลล์เม็ดเลือดขาว (Somatic
Cell Count) ไม่เกิน 300,000 cell/ml
2. โปรตีนนม (Milk Protein) ไม่น้ อยกว่าร้อยละ 3.1 โดยน้ำหนัก
3. มันเนย (Fat) ไม่น้ อยกว่าร้อยละ 4.0 โดยน้ำหนัก
4. เนื้อนมไม่รวมมั นเนย (Solid Non Fat) ไม่น้ อยกว่าร้อยละ 8.5
โดยน้ำหนัก
5. ตรวจพบจุลินทรีย์ทั้ งหมด ได้ไม่เกิ น 1,000 cfu/ml ณ แหล่งผลิต
และไม่เกิน 10,000 cfu/ml ตลอดระยะเวลาที่ จำหน่ายจนถึงวันหมดอายุ

of Pasteurized Cows’ Milk and Pasteurized Full Fat Cows’ Milk
Designates the condition of displaying of the term “Premium”
on labels of Pasteurized cows’ milk and Pasteurized full fat cows’
milk, including the Recommended Code of Practice General
Principles of Food Hygiene as minimum requirement or other
higher standards. Pasteurized cows’ milk and Pasteurized full fat
cows’ milk shall have standards and quality superior to ordinary
milk as follows:
1. Produced from raw milk which Standard Plate Count not
more than 200,000 cfu/ml and Somatic Cell Count not more than
300,000 cell/ml;
2. Milk protein not less than 3.1% by weight;
3. Butter fat not less than 4.0% by weight;
4. Solid Non fat not less than 8.5% by weight;
5. Total Plate Count in Pasteurized cows’ mi lk and
Pasteurized full fat cows’ milk at production establishment not
more than 1,000 cfu/ml and not more than 10,000 cfu/ml all time
from dispatching production site through expired date specified
on label.
