Myanmar has set November 8 as
thedate for landmarkgeneral elec-
tions. If this national polling runs
smoothly and political conditions
there become even more stable
later, international investors may
again focus onMyanmar as an im-
portant investment haven within
ASEAN. The EU’s decision to rein-
state GSP benefits for Myanmar in
July 2013 and the fact that the US
may do the same soon should at-
tract moreFDI, aswell.
To accommodate greater FDI,
Myanmar will need to expedite in-
frastructure development because
the country remains plagued by
shortcomings in that, aside from
bureaucratic red tape. Neverthe-
less, the Myanmar government is
trying very hard to convince the
world that they are ready for such
FDI byallowing international banks
toopenbranches thereand forging
G2G cooperative agreements on
infrastructural development and
special economic zones.
Meanwhile, other changes there
offer opportunities for Thailand to
export more toMyanmar than ever
before. Thai businesses, particu-
larly those in the labor-intensive
industries,mayconsiderexpanding
their production base there to take
advantageofMyanmar’s reinstated
EU GSP benefits and those to be
granted by the US. However, they
must remain vigilant towards inad-
equate infrastructure that may sig-
nificantly increasecosts.Asa result,
Thaibusinessesareadvised toseek
inroads into larger cities having
well-equipped infrastructure first.
การเลือกตั้งทั่วไปครั้งส� ำคัญของเมียนมาอาจส่งผลให้
สถานการณ์ทางการเมืองของเมียนมามีเสถี ยรภาพมากขึ้น
ซึ่ งย่อมจะส่งผลให้นักลงทุนต่างชาติหันมาให้ ความส�ำคัญ
กับเมียนมาในฐานะแหล่ งลงทุ นที่ส� ำคัญอี กแห่งหนึ่ งใน
อาเซียน รวมทั้งในปัจจุ บั นเมียนมาได้ รับสิทธิประโยชน์
ทางภาษี (Generalized Scheme of Preferences; GSP)
คืนจากสหภาพยุโรปแล้วตั้งแต่เดือนกรกฎาคม 2556 และ
มี โอกาสได้รับสิ ทธิ GSP คืนจากสหรัฐอเมริกาในอนาคต
อันใกล้นี้ สิ่งเหล่ านี้จะยิ่ งสนับสนุนให้ มี FDI เข้ามาใน
เมียนมามากขึ้น
เพื่อรองรับการหลั่งไหลของการลงทุนจากต่างประเทศ
ในอนาคตหลั งจากนี้ เมียนมาจึงจ� ำเป็นต้ องพัฒนาปั จจัย
ต่างๆ ในประเทศให้เอื้ออ�ำนวยต่อการลงทุนอย่างเร่งด่วน
เนื่ องจากความท้ าทายส�ำคัญของเมี ยนมา ณ ขณะนี้
คือ ปัญหาคอขวดด้านโครงสร้างพื้นฐาน (Infrastructure
bottleneck) รวมไปถึ งความมีประสิทธิภาพของภาครัฐ
กระนั้ นในขณะนี้รัฐบาลเมียนมาเองก็มีความพยายามอย่าง
เต็ มที่ที่จะแสดงให้เห็นว่าเมียนมามีการเตรี ยมพร้อมรองรับ
การเข้ ามาของ FDI อาทิ การเปิดให้ธนาคารต่างชาติเข้ามา
เปิดสาขาในประเทศ และความร่วมมือระหว่ างรัฐบาลใน
การพั ฒนาโครงสร้างพื้นฐาน และการลงทุนก่อสร้างเขต
เศรษฐกิจพิเศษ
ทั้งนี้ การพัฒนาประเทศในด้านต่ างๆ ของเมียนมาได้
เปิดโอกาสให้กับธุรกิ จไทยในการส่งออกสินค้ าไปเมียนมา
มากขึ้น และการที่ เมียนมาได้สิทธิ GSP กลับคืนมาก็เป็น
อีกช่องทางหนึ่งส� ำหรับผู้ประกอบการไทยในการขยายฐาน
การผลิตไปยั งเมียนมาเพื่อใช้ประโยชน์ จากระบบGSP โดย
เฉพาะอุตสาหกรรมที่ ใช้แรงงานเข้มข้น แต่ยังต้องค�ำนึงถึ ง
ความพร้ อมด้านโครงสร้างพื้นฐานที่ส่งผลต่อต้นทุ นธุรกิ จ
อย่ างมีนัยส�ำคัญ ในระยะนี้ผู้ประกอบการไทยจึงควรขยาย
ธุ รกิจเข้าไปในพื้ นที่ที่เป็ นเมืองขนาดใหญ่ของเมียนมาที่มี
ความพร้ อมก่อน
