นักงานคณะกรรมการอาหารและยา ได้ ออกประกาศกระทรวง
สาธารณสุข จำนวน 2 ฉบั บ ที่เกี่ยวข้องกั บการแสดงข้อความ
“พรีเมียม” คือ ประกาศกระทรวงสาธารณสุข (ฉบับที่ 365) พ.ศ.
2556 เรื่ อง การแสดงข้อความ “พรีเมี ยม” บนฉลากอาหาร ลงวั นที่ 1
พฤศจิกายน พ.ศ. 2556 และประกาศกระทรวงสาธารณสุข (ฉบับที่ 366)
พ.ศ. 2556 เรื่อง การแสดงข้ อความ “พรีเมียม” บนฉลากน้ำนมโคสด และ
น้ำนมโคชนิดเต็มมันเนยที่ผ่านกรรมวิ ธีพาสเจอร์ไรส์ ลงวันที่ 1 พฤศจิ กายน
พ.ศ. 2556 ซึ่งประกาศฉบั บหลังนั้นมีความสำคั ญและเกี่ยวเนื่องโดยตรงกั บ
กลุ่มอุตสาหกรรมนม จึงขอนำเสนอสาระสำคัญดังด้านล่างนี้
เป็ นการกำหนดเงื่อนไขการแสดงข้อความดังกล่ าวไว้ เป็นการเฉพาะ
ผลิ ตภัณฑ์ น้ำนมโคเต็ มมันเนยที่ ผ่านกรรมวิธี พาสเจอร์ ไรส์ โดยเพิ่ มเติม
ข้อกำหนดของสถานที่รวบรวมน้ำนมโคดิบหลักเกณฑ์ว่ าด้วยสุ ขลักษณะที่ดี
(Recommended Code of Practice General Principles of Food
Hygiene) หรือมาตรฐานอื่นๆ ที่ไม่ต่ำกว่านี้ และกำหนดคุณภาพมาตรฐาน
ของน้ำนมโคไว้ ดังนี้
1. ต้องผลิตจากน้ ำนมโคดิบที่ มีจำนวนจุ ลินทรี ย์ทั้ งหมด (Standard
Plate Count) ไม่เกิน 200,000 cfu/ml และเซลล์เม็ดเลือดขาว (Somatic
Cell Count) ไม่เกิน 300,000 cell/ml
2. โปรตีนนม (Milk Protein) ไม่น้อยกว่ าร้อยละ 3.1 โดยน้ำหนัก
3. มันเนย (Fat) ไม่น้อยกว่ าร้อยละ 4.0 โดยน้ำหนัก
4. เนื้อนมไม่รวมมันเนย (Solid Non Fat) ไม่น้อยกว่าร้อยละ 8.5 โดย
น้ำหนัก
5. ตรวจพบจุลินทรีย์ทั้งหมด ได้ ไม่เกิน 1,000 cfu/ml ณ แหล่งผลิตและ
ไม่เกิน 10,000 cfu/ml ตลอดระยะเวลาที่จำหน่ ายจนถึงวั นหมดอายุการ
บริโภค

The Food and Drug Administration has issued the Notification
of the Ministry of Public Health (No. 365) B.E.2556 (2013) Re:
Displaying of the term “Premium” on Food Labels dated 1st
November B.E. 2556 (2013) and the Notification of the Ministry of
Public Health (No. 366) B.E. 2556 (2013) Re: Displaying of the term
“Premium” on Labels of Pasteurized Cows’ Milk and Pasteurized Full
Fat Cows’ Milkdated 1st November B.E. 2556 (2013). The followings is
the substantive amendment of the Notification of the Ministry of Public
Health (No. 366) which directly concerns to the dairy industry.
Designates the condition of displaying of the term “Premium” on
labels of Pasteurized cows’ milk and Pasteurized full fat cows’ milk,
including the Recommended Code of Practice General Principles of
Food Hygiene as minimum requirement or other higher standards.
Pasteurized cows’ milk and Pasteurized full fat cows’ milk shall have
standards and quality superior to ordinary milk as follows:
1. Produced from raw milk which Standard Plate Count not
more than 200,000 cfu/ml and Somatic Cell Count not more than
300,000 cell/ml;
2. Milk protein not less than 3.1% by weight;
3. Butter fat not less than 4.0% by weight;
4. Solid Non fat not less than 8.5% by weight;
5. Total Plate Count in Pasteurized cows’ milk and Pasteurized
full fat cows’ milk at production establishment not more than 1,000
cfu/ml and not more than 10,000 cfu/ml all
อย่างไรก็ตาม ประกาศกระทรวงสาธารณสุข
ทั้ง 2 ฉบั บ ได้มี ผลบั งคับใช้ ไปตั้ งแต่ วั นที่ 28
พฤศจิกายน พ.ศ. 2556 ทั้งนี้ หากเป็นผู้ประกอบ
การรายเก่ าที่ ได้รั บอนุญาตให้ แสดงข้ อความ
ดังกล่าวก่อนวันที่ 28 พฤศจิกายน พ.ศ. 2556 ให้
ดำเนินการพัฒนาศักยภาพให้เป็นไปตามประกาศ
กระทรวงสาธารณสุขทั้ ง 2 ฉบับ ภายในวันที่ 27
พฤศจิกายน พ.ศ. 2558
Nonetheless, the two notifications have
been effective since the 28th November
B.E. 2556 (2013). The manufacturers who
have been approved for displaying this term
before 28th November B.E. 2556 (2013) shall
be complied with these notifications by 27th
November B.E. 2558 (2015).
