FTA may Sustain Thai Export
Competitiveness in the EU…after
the Revised GSP Regime
Many countries in Asia are now exploring FTA
conclusions with the EU, as already seen with
Singapore, which was able to wrap up negotiations
at the end of last year. Malaysia, Vietnam,
Indonesia and the Philippines have all engaged
in such negotiations with the EU. This direction
should be pursued by Thailand as well, and if a
Thailand-EU FTA can become effective during
2015-2016, this will help alleviate the impact of no
longer being a GSP beneficiary. However, sensitive
issues should be taken care of, as they may impact
the society at large; and businesses should resort
to self-adjustment via upgrading their product
quality and responsiveness, and creating more
value-added through product diversification, which
will in turn make them more competitive.
การรั กษาขีดความสามารถในการแขงขันของ
สินคาไทยในตลาดอียู...หลังถูกตัดสิทธิ GSP
ในขณะนี้ ประเทศต างๆ ในอาเซี ยนตางเล็ งเห็นถึ ง
ความสำคัญในการทำ FTA กับอียู โดยเฉพาะสิงคโปร
ที่สามารถสรุปผลการเจรจา FTA กับอี ยูไปแลวเมื่ อ
ปลายป ที่ผ านมา นอกจากนี้ มาเลเซี ย เวี ยดนาม
อินโดนีเซีย และฟลิปปนสต างก็ทยอยเจรจา FTA กับ
อียูแล วทั้งสิ้น ดังนั้ น เพื่อเปนการบรรเทาผลกระทบของ
ผู ประกอบการจากการแขงขั นดานแตมต อทางภาษี
หลั งไทยถูกตัดสิทธิ GSP ไทยจึ งควรเรงเจรจา FTA
ไทย-อี ยู เพื่ อให มีผลบังคับใชภายในป 2558-2559
อย างไรก็ตาม การเจรจาควรคำนึงถึ งประเด็นออนไหว
ที่อาจส งผลกระทบต อสังคมโดยรวม นอกจากนี้
ผู ประกอบการเองก็ ควรเรงปรับตัว พั ฒนาคุ ณภาพ
สิ นคาใหมีมาตรฐานมากขึ้นและตรงกับความตองการ
ของตลาด มีการสรางมูลคาเพิ่ มใหเกิ ดความหลากหลาย
ของสินคาเพื่อเพิ่มศักยภาพในการแขงขัน
