for the first nine months of 2012 totaled USD 6,323 million, (Figure
1) accounting for 38.6 percent of our total exports to the EU, with
high-value segments including motor vehicles, processed shrimp,
air conditioners and canned pineapple. (Figure 2)
Impacts on our Exports
This new GSP regime being applicable, Thai exports to the EU
will be subject to the normal Most Favored Nation (MFN) tariffs,
which are higher than those under the GSP. During the first
phase of 2014-2015, three categories will be impacted, i.e., meat
products and processed seafood (HS 16), processed food and
animal feed (HS 17-23), and gems and jewelry (HS 71); this last
category had been previously revoked from GSP.
For canned pineapple, processed shrimp and animal feed,
they may be affected in the first round of privilege lifting. Canned
pineapple from Thailand now holds the top position in the EU
market, but the Philippines and Indonesia, both also among the
world’s largest producers, are our major rivals which are expected
to enjoy GSP privileges from 2014 onward. The pricing margin of
3.5 percent between normal and GSP tariffs could shift importers
from our products to those countries’ products. For our processed
shrimp, Thai exports to the EU account for 15-20 percent of total
exports in this category, while our competitors commanding
larger market shares are Vietnam and China. Neither country
will be excluded from the GSP scheme in 2014. As a portion of
94 percent of Thai processed shrimp and canned pineapple has
