เนเธอร์แลนด์เป็นเพียงประเทศเล็กๆ บนพื้นที่ 41,543 ตารางกิโลเมตร ทางตอนเหนือของภูมิภาคยุโรปตะวันตก แต่กลับเป็นประเทศที่ส่งออกผลิตภัณฑ์สินค้าเกษตรมากที่สุดเป็นอันดับ 2 ของโลก รองจากสหรัฐอเมริกา และมีส่วนแบ่งตลาดของสินค้าเกษตรและอาหารทั่วโลกสูงถึงราวร้อยละ 7.5

วิวัฒนาการด้านการผลิตสินค้าเกษตรและอาหารของเนเธอร์แลนด์นั้นมีความเป็นมาที่ยาวนาน โดดเด่นด้วยความร่วมมือระหว่างภาครัฐ ภาคเอกชน และสถาบันการศึกษา ซึ่งนับเป็นตัวขับเคลื่อนที่สำคัญ โดยเฉพาะความรู้ทางด้านวิชาการจากมหาวิทยาลัยวาเกนนิงเก้นที่ได้ชื่อว่าเป็นมหาวิทยาลัยด้านการเกษตร อุตสาหกรรมเกษตรและอาหาร อันดับ 1 ในยุโรป จากการจัดอันดับมหาวิทยาลัยที่ดีที่สุดทางด้านการเกษตรและป่าไม้ของ QS World University Rankings ในปี 2557

ประเทศชั้นนำด้านอุตสาหกรรมเกษตร
การส่งออกสินค้าเกษตรของเนเธอร์แลนด์ในปี 2558 มีมูลค่าสูงถึงราว 82,400 ล้านยูโร โดยประเทศปลายทางของสินค้าส่วนใหญ่ (ราวร้อยละ 77) คือ กลุ่มประเทศในสหภาพยุโรป โดยมีเยอรมนีเป็นประเทศปลายทางหลัก สินค้าส่งออกที่สำคัญ ได้แก่ ไม้ประดับ (มูลค่าการส่งออก 8,100 ล้านยูโร) เนื้อสัตว์ (8,000 ล้านยูโร) ผลิตภัณฑ์จากนม (7,700 ล้านยูโร) ผักและผลไม้ (6,100 ล้านยูโร) และน้ำมันและไขมัน (4,900 ล้านยูโร)

ส่วนแบ่งด้านเศรษฐกิจของอุตสาหกรรมเกษตรและการปศุสัตว์ของเนเธอร์แลนด์ คิดเป็นราวร้อยละ 9 ของมูลค่าเศรษฐกิจมวลรวมในประเทศ (Gross Domestic Products; GDP) โดยในปี 2557 มีภาคธุรกิจขนาดกลางและขนาดเล็กที่ประกอบกิจการในอุตสาหกรรมดังกล่าวถึง 65,505 ราย ขณะที่ 8 บริษัท จากทั้งหมด 25 บริษัทยักษ์ใหญ่ของประเทศยังเป็นบริษัทในอุตสาหกรรมอาหาร ทั้งหมดก่อให้เกิดการจ้างงานประมาณร้อยละ 8.8 ของทั้งประเทศ

The Netherlands is a small country with an estimated 41,543 square kilometers of land, located in the north of Western Europe. However, despite its size, it is the globe’s second largest export of agricultural products, only after the United States. Its share in world food and agricultural market is as high as 7.5%.

The evolution of Dutch food and agricultural products has a long journey, driven distinguishably by the cooperation from the public sector, the private sector and academic institution. Wageningen University is also considered a crucial player in food and agricultural sector. In 2014, the university was named No.1 University in agriculture and forestry by QS World University Rankings.

Global Leader in Agri-Food Industry
Holland’s agricultural exports in 2015 worth € 82.4 billion, and most of the products (77%) delivered to the European Union (EU) with Germany as the biggest importer. Prominent exports include ornamental plants (€ 8.1 billion), meat (€ 8 billion), dairy products (€ 7.7 billion), fruit and vegetable (€ 6.1 billion) and fat and oil (€ 4.9 billion).

The agricultural and livestock industry accounts for about 9% of the country’s GDP. As of 2014, there are more than 65,505 small and medium size businesses in food industry, and 8 out of 25 Dutch large-scale companies are also operating in the sector. In total, Dutch agriculture and livestock account for about 8.8% of the country’s total employment.

ปัจจุบันการปฏิวัติอุตสาหกรรม 4.0 เป็นเรื่องที่ภาคธุรกิจทั้งในไทยและต่างประเทศให้ความสนใจอย่างมาก โดยอาศัยการใช้ประโยชน์จาก Big Data เป็นเครื่องมือหลักในการพัฒนาธุรกิจ

ธุรกิจอาหารในอุตสาหกรรมปลายน้ำมีศักยภาพในการปรับตัวเพื่อรองรับกับการก้าวไปสู่อุตสาหกรรม 4.0 มากกว่าผู้เล่นในระดับต้นน้ำและกลางน้ำ เนื่องจากมีความใกล้ชิดกับผู้บริโภคมากกว่า ทำให้เข้าใจความต้องการและสามารถนำเสนอสินค้าและบริการในรูปแบบที่แตกต่างและตอบโจทย์ได้มากขึ้น ซึ่งในอนาคตโมเดลธุรกิจแบบนี้มีแนวโน้มที่จะสร้างพฤติกรรมการบริโภคอาหารที่มีความเฉพาะเจาะจงและหลากหลายมากขึ้น ทั้งนี้ การเปลี่ยนแปลงดังกล่าวส่งผลให้ผู้เล่นอื่นๆ ในอุตสาหกรรมอาหารทั้งห่วงโซ่อุปทานจำเป็นต้องปรับตัว เพื่อให้สามารถพัฒนาศักยภาพและก้าวข้ามขีดจำกัดของธุรกิจสู่การเติบโตได้อย่างยั่งยืนในระยะยาว

อุตสาหกรรม 4.0 เป็นหนึ่งในการเปลี่ยนแปลงที่ผู้เล่นในอุตสาหกรรมอาหารไม่ควรมองข้าม ถึงแม้ว่าปัจจุบันอุตสาหกรรมการผลิตส่วนใหญ่จะสามารถผลิตสินค้าจำนวนมากได้อย่างมีประสิทธิภาพก็ตาม แต่เทคโนโลยีการผลิตที่เป็นอยู่ก็ยังมีข้อจำกัดหลายประการที่ยังไม่สามารถก้าวข้ามได้ เช่น ปัญหาความผิดพลาดจากกระบวนการผลิต หรือการป้อนข้อมูลความต้องการจากปลายทางที่ไม่ Real-time ทำให้ไม่สามารถปรับเปลี่ยนกระบวนการผลิตได้ทัน เป็นต้น ส่งผลให้ภาคธุรกิจทั่วโลกต่างหันมาให้ความสนใจกับการปฏิวัติอุตสาหกรรมครั้งที่ 4 ที่กำลังจะเกิดขึ้นอย่างมาก เนื่องจากจุดเปลี่ยนสำคัญของการปฏิวัติอุตสาหกรรมครั้งนี้ คือ การนำเอาเทคโนโลยีในยุคดิจิทัลมาปรับใช้ เพื่อช่วยให้การส่งผ่านข้อมูลระหว่างผู้เล่นในห่วงโซ่อุปทานทำได้รวดเร็วและสะดวกมากขึ้น อย่างไรก็ดี การปรับใช้ไม่ได้หยุดอยู่เฉพาะในอุตสาหกรรมการผลิตเท่านั้น แต่ยังครอบคลุมถึงขั้นตอนการจัดหาวัตถุดิบ ไปจนถึงการส่งสินค้าให้ถึงมือผู้บริโภคขั้นสุดท้าย ซึ่งข้อมูลดังกล่าวส่งผลให้เกิดประโยชน์อย่างมากมาย ยกตัวอย่างเช่น อุปกรณ์การผลิตที่สามารถสื่อสารและแยกแยะบรรจุภัณฑ์อาหารที่แตกต่างกันได้ ซึ่งจะช่วยให้การผลิตอาหารมีความผิดพลาดน้อยลงอย่างมาก หรือการเชื่อมต่อความต้องการบริโภคอาหารที่หลากหลายสู่กระบวนการผลิตอาหารที่จำเพาะเจาะจง (Mass customization) เพื่อตอบสนองความต้องการของผู้บริโภคได้อย่างมีประสิทธิภาพมากขึ้น

Industrial revolution 4.0—using Big Data as a tool for developing business—has generated much interest in Thailand and abroad.

The downstream food industry as an especially promising candidate for a 4.0 upgrade, more so than their upstream or midstream counterparts. This is due to the fact that downstream businesses have better access to consumer data, enabling them to present products and services in myriad ways and respond efficiently to consumer preferences. This business model is likely to lead to ever more specific yet diverse food consumption behaviors. As such, other players in the food industry supply chain will have to adjust accordingly in order to enhance their capacity and expand beyond their current limits towards sustainable long term growth.

The food industry cannot afford to overlook the coming of Industry 4.0. Although food manufacturers today are able to produce large quantities of products efficiently, technology is still limited, as seen in defects due to production processes or time-lagged downstream data input resulting in the failure to implement timely production process adjustments. All over the world, the business sector is paying close attention to the next industrial revolution led by what has been termed Industry 4.0: The use of digital technology to enhance communications between all players in the supply chain. This new technology is not only limited to production processes, but also covers everything from raw material sourcing to final delivery. Digital technology can vastly enhance all of these processes. For example, manufacturing equipment will be able to communicate with objects and sort different types of food packaging, which will greatly reduce errors. Consumer preferences for different types of foods can also be incorporated into mass customization processes with speed and efficiency.

ประเทศไทย 4.0 กับ Industrial 4.0
ประเทศไทย 4.0 เป็นนโยบาย ที่รัฐกำหนดทิศทางการดำเนินการของประเทศ ที่จะทำให้สินค้า/บริการ จากอุตสาหกรรมของเรา มีความแตกต่างด้วย นวัตกรรม ส่งเสริมความสามารถในการแข่งขัน กับ สินค้า/บริการจากประเทศอื่นได้ดีขึ้น ส่วน Industrial 4.0 เป็นหนึ่งใน เครื่องมือหรือพาหนะ ที่จะไปให้ถึงฝัน ประเทศไทยจะหลุดพ้นจากกับดักประเทศที่มีรายได้ปานกลาง ในปี พ.ศ. 2579 หรือ อีก 20 ปีข้างหน้า

ความสามารถในการแข่งขัน
วันนี้ ขีดความสามารถในการแข่งขัน ของประเทศไทย อยู่ตรงไหน? ลองมาดูรายงาน “The Global Competitiveness Report 2016-2017” จัดทำโดย World Economic Forum นำเอา 138 ประเทศทั่วโลก มาให้คะแนนเปรียบเทียบ พบว่า ประเทศไทย มีคะแนนรวม อยู่ที่อันดับ 34 ของโลก ตกลงจากอันดับ 32 เมื่อครั้งที่แล้ว หากพิจารณา ลำดับที่ 1-3 ในเอเชีย ได้แก่ สิงค์โปร์ ญี่ปุ่น ฮ่องกง มีคะแนนรวม อยู่ในลำดับ ที่ 2,8 และ9 ตามลำดับ ส่วน ไต้หวัน และ เกาหลีใต้ อยู่ในลำดับที่ 14 และ 26

Everything 4.0
The government creates the 4.0 phenomenon for the Thai industry by moving the country’s forward Thailand’s 4.0 policy with targeted to 10 industrial clusters. This is a new engine of growth for the Kingdom. The 10 targeted industrial clusters are consisting of the first five S-curve industries and five New S-Curve industries.

Many Questions About 4.0
Industrialists in large organizations in Thailand may not have to worry about this as they have already understood and closely monitored about Industrial 4.0. Yet, if we talked about 4.0 to small and medium enterprises, they may confuse and have many questions. For example, “Is the Thailand 4.0 and Industrial 4.0 the same thing?” “Where are we today in the Industrial 4.0?” “Should we move toward 4.0? Is 3.5 is enough?”

Thailand 4.0 and Industrial 4.0
Thailand 4.0 is a policy that the government set a direction for the country. Under the policy, it will create differentiation for our products and services with innovation, while the policy has also helped increase the competitiveness for Thai products and services. The industrial 4.0 is one tools or driving engines that will lead Thailand to the goal and move away from the middle-income trap within the next 20 years or in 2036.

Competitiveness Efficiency
Where is Thailand’s present competitive edge? Take a look at the report “The Global Competitiveness Report 2016-2017” reported by the World Economic Forum, bringing altogether 138 countries around the world for rating and compering. The report showed Thailand ranked the 34th in the world, falling from the 32nd place last year. In the ranking of the first to the third ranking in Asia, Singapore, Japan, and Hong Kong are ranked on the second, the eighth, and the ninth, respectively, while Taiwan and South Korea were ranked in the 14th and the 26th.

อุตสาหกรรม 4.0 หรือการปฏิวัติอุตสาหกรรมครั้งที่ 4 เป็นกระแสการเปลี่ยนแปลงโครงสร้างทางเศรษฐกิจที่นำเทคโนโลยีสารสนเทศที่ทันสมัยมาประยุกต์ใช้กับเครื่องจักรหรือระบบการผลิตให้เป็นกระบวนการอัตโนมัติและช่วยเพิ่มประสิทธิภาพของการผลิตในอุตสาหกรรม ระบบการผลิตแบบใหม่นี้มีจุดเด่นคือ สามารถปรับแต่งสินค้าหรือบริการให้ตรงกับความต้องการของลูกค้ารายบุคคล ตัวอย่างของเทคโนโลยีในยุคอุตสาหกรรม 4.0 ได้แก่ ปัญญาประดิษฐ์ หุ่นยนต์ สภาพแวดล้อมซึ่งสรรพสิ่งเชื่อมต่อกันด้วยระบบอินเทอร์เน็ต เทคโนโลยีการพิมพ์สามมิติ เทคโนโลยีนาโน เทคโนโลยีชีวภาพ และวัสดุศาสตร์ เป็นต้น

ผู้รับประโยชน์สูงสุดจากกระแสอุตสาหกรรม 4.0 นี้ คือ เจ้าของทุนความรู้หรือกลุ่มนักลงทุน ดังนั้น จึงเป็นไปได้ที่อุตสาหกรรม 4.0 จะทำให้เกิดช่องว่างทางรายได้ระหว่างกลุ่มผู้ผลิตที่ยังพึ่งพิงการใช้แรงงานและผู้ที่เป็นเจ้าของต้นทุนดังกล่าว ประเด็นนี้ท้าทายเศรษฐกิจในระดับภูมิภาค เช่น อาเซียน ซึ่งกลุ่มประเทศสมาชิกมีความแตกต่างกันในด้านขนาดพื้นที่ จำนวนประชากร และทรัพยากร ซึ่งทำให้ระดับการพัฒนาและศักยภาพด้านการวิจัยและเทคโนโลยีแตกต่างกัน ดังนั้นอุตสาหกรรม 4.0 จึงเป็นทั้งโอกาสและความท้าทายสำหรับอาเซียนในการปรับตัวสู่วิถีชีวิตแบบใหม่ซึ่งอุตสาหกรรม 4.0 อาจทำให้ช่องว่างทางเศรษฐกิจกว้างขึ้นหรือแคบลง

The world has passed three periods of industrial transformation from mechanization of production using water and steam power to mass production with the help of electric power followed by the digital revolution and the use of electronics and information technology to further automate production. In recent years, every country on earth began preparing for a new industrial revolution called “Industry 4.0”; the term actually represents the new trend in manufacturing technologies that apply modern communication technology to enhance the production capacity of industry. Initiated by Germany 2013 after 230 years since the invention of steam engine in 1784, Industry 4.0 or the fourth revolution, will transform typical ‘industrial products’, defined as mass-produced similar goods, into ‘mass customization’ that emphasizes specific design with adaptability to the demands of individual customers. In the fourth industrial revolution, entrepreneurs are required to change from producers of commodities that usually compete with price to producing high value-added and innovative products capable of reducing price competition in the future. Many countries are finding and developing new economic models for their future prosperities in the twenty-first century, as for example, U.S.A. – “A Nation of Makers”, United Kingdom – “Design of Innovation”, China – “Made in China 2025”, India – “Made in India”, and South Korea – “Creative Economy”.

How has Industry 4.0 emerged and affected the ASEAN community?
Industry 4.0 has emerged as technology breakthroughs such as artificial intelligence (AI), robotics, the internet of things (IoT), 3D printing, nanotechnology, biotechnology, material science, to name a few, have been introduced. “Many of these innovations are in their infancy, but they are already reaching an inflection point in their development as they build on and amplify each other in a fusion of technologies across the physical, digital and biological worlds” explained Klaus Schwab, Founder and Executive Chairman of the World Economic Forum.

ในปีที่ผ่านมาได้มีเหตุการณ์ต่างๆ เกิดขึ้นมากมายในอุตสาหกรรมอาหารแปรรูปของอินเดีย สิ่งแรกที่ชัดเจนคือ เป็นไปได้ว่าปีที่ผ่านมาเราได้เห็นกิจกรรมที่ส่งเสริมการพัฒนาอุตสาหกรรมเกิดขึ้นมากที่สุด เช่น การประชุม การสัมมนา การประชุมเชิงปฏิบัติการ การพบปะทางการค้า การจัดแสดงสินค้า การเยี่ยมชมของตัวแทนการค้าจากต่างประเทศ เป็นต้น ซึ่งเราไม่เคยเห็นกิจกรรมเหล่านี้เกิดขึ้นมากนักในปีที่ผ่านๆ มา และโดยเฉลี่ยปีที่ผ่านมามีการจัดกิจกรรมในรูปแบบดังกล่าวอย่างน้อยสองกิจกรรมต่อเดือน ทั้งนี้ องค์กรต่างๆ ที่เกี่ยวข้องอย่าง FICCI, CII, ASSOCHEM, PHD Chambers of Commerce, AIFPA, AFSTI, NPC และผู้ประกอบการ ตลอดจนสถาบันการศึกษาต่างก็กระตือรือร้นในการจัดกิจกรรมต่างๆ ที่ส่งผลประโยชน์ต่ออุตสาหกรรมอาหารแปรรูป จึงทำให้เกิดความรู้สึกในทางบวกและความคาดหวังโดยทั่วกันถึงโอกาสดีในการลงทุนและการเติบโตของอุตสาหกรรมอาหารแปรรูปที่จะเกิดขึ้นร่วมกับศักยภาพของตลาดโลก ต้องขอบคุณกระทรวงอุตสาหกรรมอาหารแปรรูป (MOFPI) ซึ่งมีส่วนช่วยผลักดันให้เกิดความคาดหวังเหล่านี้

It is another year where many events had taken place in India’s process food industry. This article will take a look at each event that had happened to understand the key role of the industry. The most obvious trend is that we’ve seen exhibitions promoting industry development such as seminars, workshops, business meetings, trade fairs, and site visits of trade representatives from other countries. Like never seen before, these events were held twice a month. Nonetheless, organizations such as FICCI, CII, ASSOCHEM, PHD Chambers of Commerce, AIFPA, AFSTI, NPC, enterprises, and educational institutions were eager to hold the events that benefit processed food industry. This creates positive feelings for India’s process food industry to be part of the global market, thanks to Ministry of Food Processing Industry (MOFPI) for encouraging this hope.

Last Year, FSSAI had tried to be more engaging and at least shown more enthusiasm. It had made several changes in the board of rules and regulations makers. MOFPI had also replaced its secretary twice, in accordance with the changes of president and board of executives of FSSAI. The position shifting encouraged events that created positive environment. Not only that, the Ministry of Agriculture and Farmers Welfare was also very active in many events, as well as the government’s independent entity, National Centre for Cold Chain Development (NCCD). There is the necessity to study the result of two new events; Food Park, and Cold Chain, which took place because of the contribution of various organizations. It is worthwhile to analyze the costs and profits from these two events.

Nestle India faced a big problem last year when its instant noodle “Maggi” was disqualified in monosodium glutamate test by Gorakhpur Laboratory. The test emphasized the importance of food quality among leaders of food processing industry. Nestle reported that it lost more than 77 million US Dollar in the Maggi scandal.

จากนโยบาย “ประเทศไทย 4.0” ที่มุ่งเน้นการขับเคลื่อนเศรษฐกิจด้วยนวัตกรรม เปลี่ยนจากการผลิตสินค้าที่มีเหมือนกันทั่วโลกให้เป็นสินค้าเชิงนวัตกรรม เปลี่ยนภาคอุตสาหกรรมธรรมดาให้ใช้เทคโนโลยี ความคิดสร้างสรรค์ และนวัตกรรม และการบริการ เพื่อตอบสนองต่อพฤติกรรมการบริโภคและการดำเนินชีวิตที่เปลี่ยนแปลงไปของสังคม จึงมีการนำวัตถุที่ไม่มีประวัติใช้บริโภคเป็นอาหาร มาเป็นส่วนประกอบหรือส่วนผสมในอาหาร หรือจำหน่ายเป็นอาหารโดยตรง รวมทั้งมีการพัฒนาเทคโนโลยีการผลิตในกระบวนการผลิตอาหาร ซึ่งวัตถุหรืออาหารเหล่านั้นอาจไม่ปลอดภัยในการบริโภคหรืออาจก่อให้เกิดอันตรายต่อผู้บริโภคได้ ดังนั้น สำนักงานคณะกรรมการอาหารและยา ในฐานะหน่วยงานหลักในการกำกับดูแลความปลอดภัยอาหาร ภายใต้พระราชบัญญัติอาหาร พ.ศ.2522 จึงได้ออกประกาศกระทรวงสาธารณสุข (ฉบับที่ 376) พ.ศ.2559 เรื่อง อาหารใหม่ (Novel Food)(1) เพื่อการคุ้มครองสุขภาพของผู้บริโภคในเชิงรุก เช่นเดียวกันกับหลายประเทศที่มีข้อกำหนดสำหรับอาหารใหม่แล้ว เช่น Regulation (EC) No.258/97 of the European Parliament and of the Council of 27 January 1997 concerning novel foods and novel food ingredients ของสหภาพยุโรป(2) Food Standards Code 1.5.1 Novel Foods ของประเทศออสเตรเลีย นิวซีแลนด์(3)และข้อกำหนดสารที่ไม่เข้าข่ายในกลุ่ม GRAS (Generally Recognized As Safe) ภายใต้ Code of Federal Regulations Title 21 ของสหรัฐอเมริกา(4)เป็นต้น โดยมีหลักการที่สอดคล้องกัน กล่าวคือ อาหารใหม่ (Novel) ที่เข้าข่ายตามนิยามที่กำหนด จำเป็นต้องผ่านการประเมินความปลอดภัยและขออนุญาตจากหน่วยงานรัฐที่กำกับดูแลก่อน จึงจะสามารถนำไปใช้ในการผลิตหรือนำเข้าเพื่อจำหน่ายได้ โดยการประเมินความปลอดภัยนั้นอยู่บนหลักฐานวิชาการที่เชื่อถือได้และมีกระบวนการประเมินความปลอดภัยที่เป็นไปตามหลักการที่ยอมรับในระดับสากล

ดังนั้น เพื่อสร้างความเข้าใจและความตระหนักแก่ทั้งผู้ผลิต ผู้นำเข้า และผู้บริโภคของประเทศ ซึ่งประกาศกระทรวงสาธารณสุขว่าด้วยเรื่องดังกล่าว มีสาระสำคัญโดยสรุป ดังนี้

The “Thailand 4.0” policy focuses on an innovation-driven economy by switching from manufacturing products which are commonly produced around the world to innovative products. Traditional industries are being transformed by utilizing technology, employing creative and innovative thinking, and providing first-class service to respond to changing consumer behaviors and lifestyles. In the food and beverage industry, substances which have never had a history of being consumed as food are now being used as ingredients or constituents of food, or being sold directly as food. There have also been new developments in food processing technology. These new substances or foods as well as foods manufactured with new technologies may not be safe to consume and may harm consumers. Therefore, the Food and Drug Administration (Thai FDA) as the competent authority responsible for food safety oversight under the Food Act of B.E.2522 (1979) has issued Notification of the Ministry of Public Health (No.376) B.E.2559 (2016) Re: Novel Food(1) in order to proactively safeguard consumer health in line with many countries who already have regulations regarding novel foods. For example, the European Union has implemented Regulation (EC) No.258/97 of the European Parliament and of the Council of 27 January 1997 concerning novel foods and novel food ingredients(2); Australia and New Zealand follow the Food Standards Code 1.5.1 Novel Foods(3); and the United States distinguishes between those substances falling outside the scope of GRAS (Generally Recognized As Safe) under Code of Federal Regulations Title 21(4).

All of these regulations have similar principles especially that novel foods as prescribed by the definition shall be evaluated for a safety assessment and receive approval from the food authority prior to be consumed or used for food production or imported for distribution. Safety assessments must be based on reliable research evidence and procedures following internationally accepted principles.

Cu Chi Milk Joint Stock Company Limited in Ho Chi Minh City, Vietnam is one of the most interesting agricultural and food producers in the field of management and automation technology for the development of integrated production. The company was found as organic farming. After that it has expanded to an organic dairy farm, and become one of the most modern medium-sized dairy producer and distributor for pasteurized milk, yoghurt and bottled milk tea in Ho Chi Minh City.

Cu Chi Milk Joint Stock Company Limited has started its business on 125 rai of land for producing a various agricultural product, doing integrated farming for mushroom cottage, orchid garden, fruit and vegetable farms, dairy cows, goats and sheep, while the place is also opened as an agricultural tourist attraction for tourists and interested visitors. เป็นที่ทราบกันดีว่าประเทศไทยกำลังจะก้าวเข้าสู่สังคมผู้สูงวัย ซึ่งหมายถึงบุคคลที่อายุเกิน 60 ปีขึ้นไป อย่างเต็มรูปแบบในอีกไม่ถึง 10 ปีข้างหน้านี้ โดยตามติดเพื่อนบ้านในทวีปเอเชีย อย่างญี่ปุ่น เกาหลีใต้ และสิงคโปร์ ดังนั้น จะเห็นได้ว่าทั้งภาครัฐและเอกชนต่างก็กำลังปรับตัวเพื่อรับมือกับความต้องการที่เปลี่ยนไป และการบริการใหม่ๆ ที่เพิ่มขึ้นมา

It’s become common knowledge that within less than 10 years, Thailand will officially gain the classification of an ‘aging society,’ referring to the growing proportion of the nation’s population aged over 60. This trend is also being seen throughout neighboring countries in Asia such as Japan, South Korea, and Singapore. With this challenge of evolving demands and requests for new services by older generations, both the public and private sector have been investing their efforts into defining necessary adaptations and products to cater to the ever-growing senior populations.

To analyze this growing market and their unique needs, a study1 focused upon senior citizens worldwide has been conducted. The study investigated senior consumer trends in food, packaging and shopping experience to identify product opportunities for producers, based on insights from 27 countries, including Thailand.

Findings show that 59% of those over 60 are willing to pay extra for products that are specially designed for the elderly, and 88% equate product ‘value’ with ‘high quality,’. And this age segment was also shown to have the revenue to pay for those brands that cater to them. For example, in America, the disposable income of those aged 55-64 is twice that of the under 25s, per a Euromonitor/AT Kearney survey.

Safety and Sanitary Challenges in Factory คือ สุขภาพและความปลอดภัยของบุคลากรซึ่งรับผิดชอบในการทำความสะอาดในโรงงาน โดยเฉพาะโรงงานผลิตอาหารนั้นงานสุขาภิบาลหรือการทำความสะอาดเป็นสิ่งที่ควบคู่กัน การจะผลิตสินค้าให้ปลอดภัยและถูกสุขลักษณะต้องมาจากการทำความสะอาดที่ถูกวิธี แต่ในความเป็นจริงแล้วพบว่ามีโอกาสเกิดอุบัติเหตุขึ้นได้จากการทำความสะอาดเช่นกัน อันเนื่องมาจากความประมาท จากข้อมูลล่าสุดเมื่อปี 2558 พบว่าโรงงานผลิตอาหารประสบอันตรายจากการทำงานสูงสุดเป็นอัน 5 ของประเทศไทยจากธุรกิจทุกประเภท ซึ่งทำให้เกิดการเสียชีวิต ทุพพลภาพ สูญเสียอวัยวะ หยุดงานเกิน 3 วัน หยุดงานไม่เกิน 3 วัน เป็นต้น ดังนั้น เราจะป้องกันเหตุอันตรายอันมีสาเหตุจากความประมาทในการปฏิบัติงานได้อย่างไร?

อุบัติเหตุที่เกิดจากกิจกรรมทำความสะอาด เช่น พนักงานทำความสะอาดเครื่องจักรในขณะที่เครื่องจักรยังทำงานอยู่ส่งผลให้เครื่องจักรหนีบหรือบาดอวัยวะ ขาดการติดป้ายเตือนระหว่างดำเนินกิจกรรมดังกล่าว การไม่สวมใส่อุปกรณ์ป้องกันภัยส่วนบุคคล แว่นตาป้องกันสารเคมี ถุงมือ ผ้ากันเปื้อน รองเท้านิรภัย หมวกคลุมผม ผ้าปิดจมูก และหน้ากากป้องกันสารเคมี ทำให้เกิดการกระเด็นของสารทำความสะอาดและสารฆ่าเชื้อสัมผัสกับส่วนใดส่วนหนึ่งของร่างกายโดยตรง การไม่ปฏิบัติตามระเบียบปฏิบัติที่ทางองค์กรจัดทำขึ้นมาทำให้เกิดอุบัติเหตุกับอวัยวะของร่างกาย ขาดการอบรมพนักงานผู้ทำงานให้เข้าใจถึงวิธีการส่งผลให้ทำความสะอาดด้วยความประมาท และการไม่กำกับดูแลของหัวหน้างานทำให้พนักงานปฏิบัติงานผิดขั้นตอนเป็นต้น

จะป้องกันอันตรายหรืออุบัติเหตุได้อย่างไร ก่อนอื่นต้องทำความเข้าใจอุปกรณ์และรายการทำความสะอาด กำหนดขั้นตอนการทำความสะอาด อบรมพนักงานให้เข้าใจอย่างถ่องแท้ จัดเตรียมอุปกรณ์ทำความสะอาดให้เหมาะสม กำหนดเทคนิควิธีการสำหรับการทำความสะอาดที่มีความเสี่ยง ภายใต้กรอบอนุสัญญาองค์ การแรงงานระหว่างประเทศ ฉบับที่ 187 และจัดทำการวิเคราะห์ความเสี่ยง
